ప్ర‌జాస్వామ్య వ్య‌వ‌స్థ‌లో పార్టీ ఫిరాయింపులు ఒక దుష్ట సంస్కృతి. ఇందులో రెండో ఆలోచ‌న‌కు తావు లేదు. ఈ దుర్మార్గ‌పు ఆచారాన్ని మొట్ట‌మొద‌ట ఆరంభించింది కాంగ్రెస్‌. స్వాతంత్ర్యం వ‌చ్చాక వివిధ రాష్ట్రాల్లో అధికారం చెలాయించ‌డానికి భారీ ఎత్తున ఫిరాయింపుల‌ను ప్రోత్స‌హించింది. ఇప్ప‌టికీ కొన‌సాగిస్తూనే ఉంది. త‌ద‌నంత‌రం బీజేపీ స‌హా అన్ని పార్టీలూ ఈ సంస్కృతిని ఒంట బ‌ట్టించుకున్నాయి. ఇటీవ‌ల తెరాస నుంచి కాంగ్రెస్‌కు జంప్ అయిన భూప‌తి రెడ్డిని న్యాయ‌స్థానం ఉతికి పారేసింది.

తెలంగాణ రాష్ట్ర సమితి పార్టీ తరఫున ఎన్నికై, ఆ తరువాత కాంగ్రెస్‌ పార్టీలోకి ఫిరాయించిన ఎమ్మెల్సీ భూపతిరెడ్డిపై అనర్హత వేటు వేస్తూ శాసనమండలి చైర్మన్‌ జారీ చేసిన ఉత్తర్వులను హైకోర్టు సమర్థించింది. మండలి చైర్మన్‌ జారీ చేసిన ఉత్తర్వుల్లో ఎటువంటి తప్పు లేదని తేల్చి చెప్పింది. ఈ ఉత్తర్వులు రాజ్యాంగ విరుద్ధం కాదని స్పష్టం చేసింది. అలాగే అనర్హత వేటుకు ఆస్కారం కల్పిస్తున్న రాజ్యాంగంలోని 10వ షెడ్యూల్‌లో ఉన్న 8వ పేరాను కూడా సమర్థించింది. మండలి చైర్మన్‌ ఉత్తర్వులను సవాలు చేస్తూ భూపతిరెడ్డి దాఖలు చేసిన పిటిషన్‌ను కొట్టివేసింది.

ఈ మేరకు ప్రధాన న్యాయమూర్తి జస్టిస్‌ రాఘవేంద్ర సింగ్‌ చౌహాన్, న్యాయమూర్తి జస్టిస్‌ షమీమ్‌ అక్తర్‌ల ధర్మాసనం బుధవారం తీర్పు వెలువరించింది. మండలి చైర్మన్‌ ఉత్తర్వులను సవాలు చేస్తూ భూపతి రెడ్డి హైకోర్టులో పిటిషన్‌ దాఖలు చేసిన విషయం తెలిసిందే. ఈ వ్యాజ్యంపై బుధవారం సీజే నేతృత్వంలోని ధర్మాసనం తీర్పు వెలువరించింది. 10వ షెడ్యూల్‌లోని 8వ పేరా రాజ్యాంగ మౌలిక స్వరూపానికి విరుద్ధమన్న భూపతిరెడ్డి వాదనను ధర్మాసనం తోసిపుచ్చింది. అనర్హత వేటు వేసే అధికారం స్పీకర్‌కు కల్పిస్తున్న ఈ పేరా రాజ్యాంగానికి లోబడే ఉందని తెలిపింది. మండలి చైర్మన్‌ రాజ్యాంగానికి లోబడే భూపతిరెడ్డిపై అనర్హత వేటు వేశారని, ఇందులో ఎటువంటి ఉల్లంఘన జరగలేదని వివరించారు. తాను త‌వ్వుకున్న గొయ్యిలో తానే ప‌డ‌టం అంటే ఇది. ఈ తీర్పు కాంగ్రెస్‌కు గుణ‌పాఠం కావాలి.
